PMs sitting in outbox

Why do some of my PMs just sit in the outbox? It is like they are never sent. They just sit there forever. Are they actually being sent or am I doing something wrong?
Ducks, turkeys, flats fishing. Who has time for golf?

They are sent- the recipient has to open them up.
