I was wrong they have in fact included Marina's as essential. It got very confusing in the language and with the old order being amended vs a new order.

Even mentioned outdoor recreation such as boating and fishing as being okay.

Now if I could just keep spearfishing divers from anchoring closer than 50 feet and throwing up their divers flag while I'm already fishing a spot, I'd be doing my happy-dance!
