Usually seeing all these small trout would mean that there is a strong year class for the year they were spawned. The sucess ratio for spawning fish is not the same every year. I really don't know how old a 15" trout is but it might have something to do with all the fresh water we've had since the drought broke.
Bodes well for trout in the future.

You can't catch trout for commercial sale using a net unless it is a cast net. There limit last time I checked was 75 fish per day or per vessel which ever is less. There size limit is 15-24 inches.The only allowable gear is hook and line or cast net. THE NEED TO KEEP FISH
There really needn't be a limit, if fishermen/women acted responsibly. The rule should be, " keep what you can eat..TODAY". Not load up on MEAT FOR THE FREEZER.
A limit of five trout doesn't mean you have to catch and keep five. If your family can eat five in one sitting fine, but if three would do let the other two go. And don't say you'll find someone to give them to. Let 'em catch their own fish. They don't know how? Then you take 'em and show them how.
Just because you release fish, short or otherwise doesn't guarantee they will survive you handling them, the hook in the throat and the trauma. We'd all be surprised at the mortality rate of fish that are released.
We should be able to keep short fish, and eat short fish, as there are more of them and they taste better. We should not keep large fish as they are the producers and guarantee our fishing future.
Personally, if everyone acted responsibly our responsibility would make the current laws ridiculous.
We need to eat the little fish and let the big ones alone.
I don't know what damage commercial fishing/shrimping does to young trout. But I fish for lots of other species, and I know they are affected. I've caught trout out where shrimp boats pull trawls. I've seen trout in schools under oil rigs that looked like barracudas. Big trout are everywhere, and should be left alone.
Does commercial fishing and shrimping uselessly kill fish, ruin bottom, drown turtles and dolphin? Does a bear poo poo in the woods?

To elaborate, hypothetically say you're up on a grass flat catching trout in the 12-14" range. You probably are not going to have to move far. Try the nearest "structure" that provides some kind of "edge". If your on grass, try a grass/sand edge, or a shallower/deeper edge, the bomb craters provide both of these. Shallower/deeper edges often also have a temperature edge associated with them. Grass or sand to oyster bar or rock is another edge worth investigating. Even longer or shorter grass can make a difference. At high tide, the edge of emergent grass along the shoreline can be productive. Especially on a point associated with a deeper hole, channel or oyster bar and particularly if there's a current flow. Rain provides a horizontal temperature edge and a saline/fresh water edge.
