Why the blunt tip?
Just looking at Columbia River catalogue here and noticed all the dive knives have a blunt tip.

A knife is a must, his instructor will tell him that, i'd go with titanium for little maintenance or just a good ss will be fine, just make sure you clean it every time in the ocean. Don't buy the cheap ones off ebay, they will rust before you get to the ocean. You should be able to spent $40 -60 dollars and get a knife that will be just fine.

I agree with Frank. If I were him I would cary 2. One like this for dispatching fish, cutting rope, or god forbid fighting something off...
