i have for many years used the jerk bait in water 5 ft or so, i use a split shot on the middle hook to help take a bait down to a desired depht, as it slowly falls i kinda give it a light twitch, this seems to me to be a little bit better than tryiny to pull the bait down to the desired depth as this will cause you to have to cast farther away because you have to pull hard to get it down.
if you toss the bait to a spot and just let it sink slowly, you can keep the bait in one spot longer. then when you want to retrieve the lure a little you can just reel in a couple of feet then let it sit and work it slowly.
i have a special spot at cedar key that i fish that i always do well at by using this weighted lure, when mack and blues are on the prowl i use a short wireleader no more than 6 inch. you can affix the split shot to this leader also.
try using a slim top water bait with a split shot on the center hook, it will take the bait dowm to a desired depth, of course you will have to use trial and error to get it down, also a small 6 in leader with a split shot will work well also.
