We are not permitted to use live bait in freshwater, unless the live bait has been caught (by us) from the lake, or river we are fishing.
There are massive fines for transporting fish from one lake/river to another, for use as livebait.
This is to stop the spread of diseases, or the accidental stocking of areas where certain species are not resident at the moment.
Is the "black salty" a known species, I have never heard of a fish by that name ?
