175 Mercury T/T

Went out breaking in a new powerhead on a '96 175. When I came out of the fort ramp I must have raised the motor too much.

T/T runs like it should but just wont bring the motor down.
Is it possible to run it too far up?
Any ideas?

Did one of the latches fall down "that hold the motor in the tilted up position"?

There are check valves in the system. If you raised it to the max, it's possible you over pressured the down side check valve. Open the bypass and let the motor down manually. Raise it partially with the switch. Then try lowering it with the switch.
What was I supposed to do today?
