VHF Strangness.....any idea

VHF Strangness.....any idea
For some reason my VHF flashes when on channel 16.
It does this on no other channel. More specifically it does this when it's set on the US setting The radio does not have the distress message thing built in so I know that's not it. I can switch to the International setting for 16 and it doesn't flash, but neither does it receive/transmit. I couldn't get a radio check return from the St. marks flats or pick up anything. There seems to be another setting for CAN as well but that does not receive either. I can however pick up other channels as Scan kept on picking up 70 which mush have been the tow boat us channel.
The only other thing to point out I can't switch from HI to Low on channel 16 either. Anybody ever seen anything like that before? It's just flashing 16 then --, 16 then --
I've tried every button combination I could try with no change in the ability to receive or transmit on channel 16/US. Just checking before I solve it with the usual solution.....$

Pushing [16 • 9] for 1 sec. selects the call channel, channel 9
by default, however you can program your most often-used
channels in each channel group for quick recall.
➀ While push and hold [H/L]
push [CH/WX] one or more
times to select the desired
channel group (USA, CAN,
INT) to be programmed.
➁ Push [16 • 9] for 1 sec. to select
the call channel of the selected
group.

4 all...I think I've tried all of the above, but I could be wrong.
This forum is great! Where else do you get this much free advice besides from the mother-in-law
Another alternative is if you and the rest of the VHF users could all switch to another default channel besides 16. Start the move, and save my money
