Anybody got the low down on the rules? Is it now limit of 2 or did they leave it at 4?

Reason I ask, is I heard a rumor that they may have repealed the change the day before it went into affect.

New interim rule slashes red snapper limits - Thursday, May 03, 2007 at 04:07
By the time you read this article a new interim rule drastically cutting the number of red snapper recreational and charter boat anglers can legally keep in federal waters of the Gulf of Mexico will have taken effect (May 2).
Recreational snapper season opened on April 14 in state waters and April 21 in federal waters. Anglers had 11 days to fish federal waters under the old rules, when they could keep four red snapper per person (16-inch minimum).
However, the new interim rule that took effect May 2 cuts those limits by more than half.
Here’s a quick look at the interim rule, which is in effect from May 2 through Sept. 30, 2007 (when it will likely be extended for an additional 180-day period):
The total allowable catch quota (TAC) is reduced from 9.12 million pounds to 6.5 million pounds. This gives the commercial sector 3.315 million pounds, compared with 3.185 million pounds for recreational fishermen.
The recreational bag limit is reduced from four fish to two fish per person per day, effective May 2.
Captain and crew of for-hire vessels are prohibited from retaining the recreational bag limit.
The commercial red snapper minimum size limit is reduced from 15 inches to 13 inches total length (meaning commercial fishermen can keep smaller fish), effective April 2.
A goal to reduce red snapper bycatch mortality in the shrimp fishery to 50% of the bycatch mortality that occurred during 2001-2003, effective May 2 (but no specifics on how it will occur),
Here’s an example of how the new interim rule will affect anglers on charter boats. Between April 21 and 12:01 a.m. May 2, a charter boat with a group of four anglers plus the captain and deckhand (six people) could keep 24 fish (four per person).
As of May 2 the number of red snapper that can be kept on the same charter dropped to eight (two per person for only the four anglers).
NOAA Fisheries Service’s final rule implementing interim measures in the Gulf of Mexico red snapper and shrimp fisheries is designed to “temporarilyâ€
