We heading down tomorrow and will be in the mouth of the river and up in the river itself. Fresh or saltwater license? Or both?

Depends on your targeted/caught species. Bass in your boat/fresh, trout, reds, spanish/salt. Take both to be sure.

With the Econfina being bone dry a few months back, I would be surprised if there ARE any freshwater fish of any size in it (Cats excluded  ). Especially since it is such a short river.
