I am hearing that soon you will not be able to fish off shore with more than 3 people in the boat unless you have a Captain's License and an Artificial Reef Permit (which by the way is not available). I hope this is an exageration and not true......

Does not sound possible. There is no way the recreational fisher peoples and organizations would stand for this.
